Luba is part of the municipalities that comprises Abra. This fifth class municipality with over 6,000 people ranks as the 8th largest municipality in size in the entire province of Abra.

Luba is govermentally subdivided into 8 barangays and it is the home of very fine quality of rattan. The early settlers of Luba were hunters because the place was blessed with wild pigs, deer and fruit trees.

The earliest known settlement in the municipality of Luba was in Barit.  Barit was then an abundantly forested area with tall and big trees intertwined with varities of rattan vines called barit.
