Kabugao is part of the seven municipalities encompassing Apayao. It is the capital municipality of Apayao with over 14,000 people and governmentally subdivided into 21 barangays.
As one passes by the town, one can smell the pine-scented breeze that comes from the towering peaks of the Northern most point of the Cordillera Range.
The town was founded by the American pacifying forces in 1913. Nearly all of the local folks are called ISNAG, referring to the multicultural heritage and localities that comprises Kabugao. They are the descendants of the intermarriage of Ilocanos, natives, Tagalogs, people from the coastal plains and the Americans.
