It is a 1st class municipality in the the province of Pampanga, Philippines.
According to the latest census, it has a population of 143,058 people in 23,446 households.
Located at the southwestern part of Pampanga, it is noted for rice, sugar cane, fish, and sampaguita.
 
Notable people from Lubao include former President Diosdado Macapagal and current President Gloria Macapagal-Arroyo. Other famous "Lubenians" include educator Alejandro Quiboloy, movie stars, Rogelio and Jaime dela Rosa, the movie director, Gregorio Fernandez, actor Rudy Fernandez, Huk commander, Silvestre Liwanag alias "Linda Bie",and gambling tycoon Bong Pineda.
